To apply under the Provincial Nominee Program (PNP), applicants must be nominated by a Canadian province or territory. Most provinces in Canada have an agreement with the Government of Canada that allows them to nominate immigrants who contribute to the economy and wish to settle in that province. 

The first step in immigrating to Canada as a provincial nominee would be to apply to the province where you wish to settle and complete its provincial nomination process. Each province selects applicants on the basis of their education and work experience in accordance to the province’s skill needs and requirements at that time. Nomination for PNP can be done either through Express Entry or Non Express Entry PNP stream based on the criteria for qualification. Once your application is approved by the province or territory, your next step is to apply to Citizenship and Immigration Canada (CIC) for permanent residence within the time period.
